Gail Ann Mougey, 77

Gail Ann Mougey, 77 of Portsmouth, died Sunday May 26, 2024 at Piketon Pavilion. She was born July 23, 1946 in Muncie, Indiana to the late Raymond and Monica Monique Bourgeois Lipscomb. Along with her parents, she is preceded in death by her brothers, Wayne S. “Donnie”, and Walter Lipscomb, a sister, April Lipscomb, and her granddaughter, Brandi Denise Gahm-Runyon.

Gail retired from SOMC Hospice where she was a CNA. She loved gardening, taking care of her kids, and especially loved spending time with her grandchildren.

She is survived by 2 sons, Audie (Tammy) Swartz, and Charlie Swartz Jr.; 2 daughters, Denise (William) Dunn, and Brittany (Ray) Spradlin; a brother, Wilford Joseph Lipscomb; a sister, Cynthia Lawson; 10 grandchildren, Misti Brooke Swartz, Hayli Jo (Malik) White, Brady Lee Carrico, Lilly Grace Swartz, Alexis “Lexi” Whitt, Charles “Charlie” Franklin Swartz III, Alana “Lani” Spradlin, and Adeline “Addi” Spradlin, Miranda Kay Dunn, and Austin Keith Dunn, 9 great-grandchildren and 2 great-great grandchildren, and a special neighbor whom she loved, June Buckley.
